Assessing

Mission Statement:

The Town of New Durham is Contracted with Whitney Consulting Group, LLC as the Towns designated Assessor. Whitney Consulting holds business hours one day a month (via contract) at the Town Hall but occasionally are available more frequently throughout each month. The best way to speak with the designated Assessor is to contact the Assessing Office and leave a message for them to return when they are next in the office.

The Assessor is responsible for estimating an assessed value based upon the fair market value of your property. A revaluation of all properties is done every five years and physical changes to the property updated yearly. Fair Market Value is defined as “The most probable sale price of a property in terms of money in a competitive and open market, assuming the buyer and seller are acting prudently and knowledgeably, allowing sufficient time for the sale, and assuming that the transaction is not affected by undue pressures. (Property Appraisal and Assessments Administration, IAAO, Copyright 1990).

The Assessor’s office oversees all the tax exemptions and credits. The staff assists the public in accessing our public records i.e. tax maps, tax cards, owner information and deeds, and applications for tax credits and exemptions.

Building Inspector / Code Enforcement

Effective April 16, 2011, newly revised Subsurface System Bureau Rules were adopted. These revisions supersede and replace previous requirements for the repair or replacement of existing Individual Sewage Disposal System (ISDS) form the 2008 rules. Specially, for circumstances where an ISDS that services a residence needs to be repaired or replaced, the ISDS owner must now submit a complete application for review and approval to the DES prepared by either a permitted designer or the residential ISDS homeowner. The purpose od this procedure is to better ensure that systems that are repaired or replaced are designed and installed in accordance with NH standards to minimize the possibility of future failure.

Copple Crown Village District

The Copple Crown Village District is a small, separate government entity located within the Town of New Durham. Formed in 1978 by a vote of the residents in that area, the village district operates under the provisions of RSA 52. Annually, residents within the Village District that are registered voters of the Town of New Durham (a total of 83 homes as of April 2017) elect officers to manage the business affairs of the district. These officers include a Board of Commissioners; Moderator, Secretary and Treasurer. Similar to the Town of New Durham and the Governor Wentworth Regional School District, an annual meeting is held to establish the budget for the District for the ensuing year and to conduct other business of the District. This meeting is open to the public, but only residents of the Village District that are all registered voters of the Town of New Durham may cast their votes at the meeting.

The Copple Crown Village District is responsible for:

  • The construction, maintenance and care of parks and commons;
  • The maintenance of activities for recreational promotion;
  • The impoundment of water; and
  • The layout, acceptance, construction and maintenance of roads.

There are approximately 250 individual properties in the Copple Crown Village District. In order to meet its obligations listed above, the Village District assesses a property tax against the properties within the district. Property owners within the Copple Crown Village District have a total tax rate that includes funds for the Town of New Durham, State of New Hampshire Education Property Tax, Governor Wentworth Regional School District Tax Rate; Strafford County tax rate and Copple Crown Village District tax rate. For 2021, the total tax rate is outlined below:

  1. Municipal: $5.63
  2. County: $2.44
  3. Local Education: $10.20
  4. State Education: $1.73
  5. Copple Crown: $4.04
  6. Total: $24.04

One of the primary responsibilities for the Village District is the maintenance of the roads within the district. The Copple Crown Village District Board of Commissioners has declared the roads within the District to be private roads. The roads within the Village District include:

Emergency Management

Mission Statement:

The Town of New Durham has developed a local Emergency Management Plan intended to prepare for its responsibility for any all-hazard emergency operations. In it’s preparations, New Durham recognizes it is not an island undo itself, and has worked to collaborate with regional resources, as well as the NH Bureau of Emergency Management and, by extension, the Federal Emergency Management Agency (FEMA).

  • The intent of Emergency Management planning and operations is to protect the lives, property and environment of the people of New Durham from the threat or occurrence of emergencies resulting from any natural or manmade disaster, including but not limited to, flood, fire, earthquake, windstorm, technical incidents, drought, terrorism, epidemic, hurricanes and tornadoes.
  • The preparation for and carrying out of all emergency functions shall be accomplished through the four phases of emergency management: mitigation, preparedness, response and recovery. Activities to meet this end include coordination, planning, training, drills, exercises and financial assistance.
  • New Durham’s Emergency Management Plan makes each local organization and department aware of their responsibility in all-hazard emergency operations. The plan, originally drafted in 1999 and being extensively revised in 2005, is formally implemented by the New Durham Board of Selectmen. It provides the basis for coordinating protective actions prior to, during and after any type of disaster.

The local plan was prepared to conform to guidelines established by FEMA, U.S. Nuclear Regulatory Commission, Federal Energy Regulatory Commission and the New Hampshire Bureau of Emergency Management, and is in concert with the New Hampshire Emergency Management Response Plan and those of our neighboring communities.

Authorities

Authority for the New Durham Emergency Management Plan is contained in U.S. Public Laws 81-920 and 93-288, as amended; the State of New Hampshire Revised Statutes Annotated, as amended; and applicable local ordinances. By state law, the Board of Selectmen is responsible for all emergency operations in the community and has the authority to appoint an Emergency Management Director, delegating said person with the power to establish an Emergency Management organization to carry out the various phases of the emergency plan. Operations under this plan will commence on orders of the Chairman of the Board of Selectmen, or his or her designee, in the event of an imminent or existing emergency situation.

Local Emergency Notifications

The Emergency Siren will be tested on the first Saturday of every month at noon.

  • During a town wide Emergency when the Towns Emergency Operations Center is in operation the emergency warning siren will be activated for 30 seconds every hour on the hour from 9:00am through 7:00pm or until the Emergency Management Director no longer finds the emergency warning siren necessary.

Duties & Responsibilities:

  • During the Town Meeting of 2008 the voters of New Durham passed the following article: Article 17: To see if the Town will vote to authorize the appointment, rather than the election of a Town Treasurer per RSA 41:26E

41:26-e Appointed Town Treasurer

  • Any town may, under an article in the warrant for the annual town meeting, vote to authorize the appointment rather than the election of a town treasurer. Such appointment shall be made in accordance with RSA 669:17-d by either the board of selectmen, or in the case of a town operating under RSA 37 upon recommendation of the town manager with approval of the board of selectmen. Whenever the selectmen or manager appoint the treasurer, such appointment shall be made in writing and shall include the compensation to be paid. Any town may rescind the vote to appoint a town treasurer under an article in the warrant for the annual town meeting. If such article to rescind the appointment of a treasurer is approved, then the town shall reinstate the office of elected treasurer and shall fill the vacancy in accordance with RSA 669:69. Fire Department

It is the mission of the New Durham Fire Department to provide for the emergency and non-emergency fire and EMS needs of our community. Forest Fire Warden

Duties & Responsibilities

Fire Prevention

  • Require fire permits & enforce all forest fire laws regarding outside burning within their jurisdiction.
  • Keep public informed of fire danger & forest closures.
  • Informing the state fire ranger of active timber sales, slash violations & fire violations that require follow up.

Fire Preparedness

  • Preplanning of local forest fire hazards
  • Fire departmental training for forest & brush fires
  • Determine tool & equipment reequipments needed for town
  • Appoint deputy wardens & fire permit writers to assist the warden.

Fire Suppression

  • Suppressing forest fires is the Wardens primary responsibility. The warden is to use the authority provided to accomplish this. The warden will work with the local & state agencies under a unified command to suppress all forest fires.

  • The warden is responsible to make an accurate forest fire bill to state.

Health Officer

Term of Office (RSA 128:4)

  • The town health officer shall hold office for 3 years or until a successor is appointed. An individual currently serving as health officer can be reappointed, and there is no legal limit on the number of times a health officer may be reappointed.

The Rochester VNA holds a flu and pneumonia clinic every year at the Town of New Durham Library. Costs are covered by Medicare. Dates will be announced and posted.

Highway Department

Mission Statement

“The Mission of the New Durham Highway Department is to maintain the infrastructure of the Town in a safe and economical manner and to attain the highest resident satisfaction possible.”

Operations:

  • The Highway Department is responsible for administering all 60 miles of road surface and related construction. We also provide general maintenance work, ground maintenance, overseers of Dams, and Town Cemeteries.

Our Department consists of the Road Agent, 4 full-time members of staff, and a Part-time Administrative Assistant. Performance of duties consists of:

New Durham Public Library

Parks and Recreation

The Parks & Recreation Department develops and manages a system of public recreation for all citizens of The Town of New Durham. Duties include managing and maintaining public facilities including the ballfields and town beach, organizing and supervising athletic programs and planning community activities. Additionally, Parks & Recreation works alongside other town departments, boards, organizations and individuals to provide community events and fundraising endeavors to support and improve the quality of life of New Durham residents. The Department strives to provide meaningful and impactful programming for participants young to senior, focusing on areas of local interest and need.

Domestic Violence and Safehouses

  • If you or anyone you know is a victim of domestic violence, please call and report the situation as soon as possible. HAVEN provides short-term emergency shelter, support groups, referrals to community resources, and legal advocacy to survivors of domestic violence.

Animal Control

The Animal Control Officer (ACO) handles:

Rabid Animals

New Durham Police are advising residents to contact NH Fish and Game if they notice any animals acting in the following manor:

  • Common signs of rabies among animals usually include an animal foaming and drooling at the mouth but other signs include staggering, appearing restless, acting aggressively, appearing friendly, a difference in barking or howling, exhibiting signs of choking, and on some occasions, animals will show no signs of rabies at all.

Lost & Found

The New Durham Police Department receives many calls regarding loose dogs. If a dog is found without a tag, we will usually keep the dog housed at the kennel at the Police Department until late afternoon. This gives the owner a chance to call and locate the animal without having to travel to Dover to the Cocheco Valley Humane Society.

Tax Rate & Collection Information

Tax Rates Determined by NH DRA

The NH Department of Revenue Administration have determined a median ratio for the land, building, and manufactured housing in New Durham for the Tax Year 2021 to be 87.9 %. The median ratio is the generally preferred measure of central tendency for assessment equity, monitoring appraisal performance, and determining reappraisal priorities, or evaluating the need for reappraisal. The median ratio, therefore, should be the ratio used to modify the market value of properties under the review for abatements to adjust them in accordance with the overall ratio of all properties in New Durham.

Do you take credit cards?

  • Yes. At this time we accept cash or checks or MC, Visa or Discover. A 2.95% fee is charged when using a credit card.

When are property taxes due in New Durham?

  • The first bill can not be due before July 1st. The second bill can not be due before December 1st. When the Tax rate is set in December we will give 30 days for a due date.

When does the tax year start?

  • Our tax year is April 1 through March 31.

What is the deadline to file for tax credits or exemptions?

  • Eligible residents must file no later than April 15th in order to receive credits or exemptions for the coming tax year.

What is the tax year?

  • Throughout the State of New Hampshire, the tax year runs from April 1st through the following March 31st. Assessment of your property is based on the value as of April 1st each year and appears on your tax bill.

How often and when will I be billed?

  • There are two bills per year. The first bill of the year is an estimate, based on one half of the previous year’s tax. This bill, printed and mailed out during the month of May, is usually due around July 1st each year. The tax rate is set in the fall of the year, after which the final bill is printed. The final bill is calculated using the new rate multiplied by your property’s assessed value as of April 1st, less any payment made to the first bill. The final bill is printed and mailed in the middle to the end of October. It is usually due December 1st each year. Taxpayers may make partial payments in any amount during the year.

What if I didn’t get a tax bill?

  • Bills are sent to the address of the last known owner as required by state law. The Assessor’s office and Tax Collector’s office update their records according to real estate transfers received form the Strafford County Registry of Deeds, after they are recorded. Your attorney or closing company should have checked the status of the taxes due. However, it is your responsibility, as the new owner, to make sure the taxes are paid and to advise us of your mailing address in writing. Interest at 8% per annum is charged on the tax bills not paid by the due date and interest at 12% per annum is charged on tax bills not paid by the lien date.

Transfer Station

The Town of New Durham collects household trash as well as recyclables at the Transfer Station/Recycling Center on Tash Road. The Transfer Station is available to dispose of furniture, appliances, and all other over-sized items.

Remember

  • …the more we recycle the more $$$$ we are saving and that adds up in your tax bill every year! By diverting certain items (plastics, glass, cardboard, paper, etc.) from the waste stream, we are not only saving the environment but also saving money!!!

Using the recycling numbers for 2014, if the total tonnage were disposed of in the trash (MSW) instead of recycled it would have cost the Town $32,871.70 MORE in the budget. Selling the recycling commodities at the best rates, we were able to receive over $16,000 in REVENUE that goes right back into the general fund!

SWF Permit Stickers

Permit Stickers cost $5.00 (2-year sticker). Permit Stickers may be purchased at the Transfer Station or the Town Hall by cash or check made payable to “Town of New Durham”.

Location of Stickers on Vehicles:

  • Left side of vehicle, or presented upon the request of the attendant.

Absolutely no dumping without a valid Solid Waste/Town Beach Parking Sticker

Please Note:

  • Permit Sticker means an adhesive decal which, when properly displayed on the left side of a motor vehicle or presented upon request of the attendant, authorizes the lawful holder thereof to dispose of solid waste, subject to all other provisions of the Solid Waste Ordinance.

Welfare

For Welfare Assistance any hour of the day, call 2-1-1 for State and County Resources. This number can provide you resources for housing, food, electrical, water, child assistance, mental health services, Medicare, and more!

To make an appointment, residents of New Durham, New Hampshire needing assistance should contact the Town Hall, 4 Main Street Monday through Thursday 9:00am to 4:00pm by phone.

Mission Statement: “Under RSA 165 whenever a person in any town is poor and unable to support himself, he shall be maintained by the overseers of public welfare of such town, whether or not he has residence there.”

We provide assistance to individuals, families and households who lack adequate resources to meet their basic needs.

We are facilitators in that we direct those in need to relief agencies, i.e. federal, state, non-profit, etc. therefore reducing the burden on our department budget and the New Durham tax payers.

We strive to promote self reliance, independence and self sufficiency.
