Clerk’s Office
The Town Clerk Office for the town of New Durham ensures the accurate and efficient production, issuance and retention of vital records, dog licenses, automotive registrations, boat registrations and various permits.
- The Town Clerk is a Notary Public and a Justice of the Peace. The Town does not charge for notary and justice of the peace services.
- The Town Clerk office also administers a portion of the election process in accordance with state and local laws. This includes providing voter registration for the residents of New Durham. Voters may register with the Town Clerk’s Office, but are not officially on the Checklist until the Supervisors of the Checklist meet and officially approve adding the voter to the checklist.
- As Election Officials, the Town Clerk’s Office upholds the highest standards of conduct safeguarding the integrity of all elections. The Town Clerk’s Office does not publicly support/promote any candidate whose name appears on the ballot nor supports/promotes articles placed on the ballot.

The Town of New Durham is an authorized boat agent for the State of New Hampshire:
- Every December, the State of New Hampshire DMV mails a renewal boat registration form to all boat owners, who have previously registered boats in New Hampshire. Boat owners wishing to register their boat(s) at the Clerk’s Office must present this form, an old boat registration or a bill of sale.
- All boat registrations expire on December 31st of each year. Customers can register new or renew all registrations at this office or at any New Hampshire boat agent.
However, the Town portion of the boat registration fee stays in the Town where the customer registers his or her boat. Thus, if the customer registers his/her boat here in New Durham, the money collected for the Town stays in New Durham, which helps defray property taxes in our town.
Registration is required for:
- All boats with motors of any type
- Sailboats 12 ft. and up
- Documented boats
Exemptions from Registrations
- Sailboats under 12 feet in length, rowboats and canoes without motors and vessels registered in another state that are temporarily using NH waters for not more than 30 days, do not need to be registered.
New Boats
- Only the owner can register a new boat. The owner of the boat(s) must bring in the bill of sale that has been made out in the buyer’s name. The Clerk will assign a bow number for any boat purchased from a different state. Boats already registered in New Hampshire keep the same bow number for the life of the boat (as long as the boat remains in New Hampshire water).
Mandatory Boating Education
New Hampshire has a mandatory boating education law. Everyone 16 years of age and older who operates a motorboat over 25 horsepower on New Hampshire waters must have a boating education certificate.
New Hampshire accepts the following boating education certificates:
- A boating certificate issued by another State agency and NASBLA approved.
- A boating certificate issued by the US Power Squadron.
- A boating certificate issued by the US Coast Guard Auxiliary.
- An unexpired commercial boating license issued by the US Coast Guard.
- An unexpired commercial boating license issued by the State of New Hampshire.
If you wish to operate a motorboat on New Hampshire waters and you do not have any of the above certificates, please sign up for one of our classroom courses listed below. The State proctored examination is included with the classroom course and is given during the last hour of the class.
Boating Education Course Schedule and Registration

Online Course
- Complete the New Hampshire On-Line Course. Upon successful completion of the online course, you must register and successfully pass a proctored exam before receiving your certificate card. After completing your course online, register for your proctored exam below.
Dog Licenses
Dog Licenses: In the State of New Hampshire all dogs are required to be licensed after the age of 4 months and must be licensed by April 30th of each year. According to RSA 466:13, any owner or keeper of a dog who fails to license the dog pursuant to RSA 466:1 shall forfeit $25.00 (civil forfeiture) to the town clerk of the municipality in which the dog is kept.
Necessary Documentation
- Copy of current veterinary certificate with proof of rabies, i.e. rabies tag number, expiration date.
- Proof of neutering/spaying, if applicable.
Fees
- $9.00 Male or Female
- $6.50 Spayed or Neutered
- $6.50 Puppy (Dog must be under 7 months old at the time of registration)
- $2.00 Senior Citizen (Seniors must be 65 or older and only one discounted license per senior.)
- $20.00 Group License (5 or more dogs)
- Late fee commencing June 1st & $1.00 per month
What happens if I don’t license my dog?
- Failure to license a dog is a violation of state law. In addition to the annual license fee you will be charged a late fee of $1.00 per month for each month after June 1st. In addition, you are subject to a $25.00 civil forfeiture fine, if it is not paid, the case will be disposed of in the Rochester District Court.
Dog Ordinance
- There is no longer a Dog Ordinance in Town, but all residents must still adhere to the State RSA. Please click here for a link to RSA 466.

Certified Copies of Vital Statistics Records
- In addition the Town Clerk, the Division of Vital Records Administration (DVRA) issues certified copies of births, deaths, marriages and divorces/dissolution certificates to qualified individuals and agencies that provide a “direct and tangible” interest in obtaining a record. - In order to obtain certified copies of Vital Records, you must complete an application to the Town Clerk or DVRA, and pay a search fee. The current fee is $15, plus any additional expenses incurred for credit card transactions or expediting receipt. This fee is payable whether or not a record is found. Alternative pricing may be made for state agencies and federal government agencies for non-certified copies, or verification of vital events. Additional copies of the same record issued at the same time are $10.00.
- Effective January 1, 2005 all individuals requesting a certified copy of a record (Pursuant to RSA 5 C-16) must present positive identification, including, but not limited to, a drivers license, passport or other picture identification, or in the absence of acceptable picture identification shall complete the form Documentation Evidence for Individuals Not Possessing An Acceptable Picture Identification.
- Birth, Marriage, Divorce & Death Certificate Applications
Access Rights
“Immediate family” means:
- Persons who are related either by blood or marriage and includes the following: mother; father; son; daughter; brother; sister; husband; wife; grandfather; grandmother; grandson; granddaughter; great-grandchildren; step-parents; step-children; aunts; uncles; nephews; nieces; and
- In the case of divorce, legal separation, and civil annulment records, the person’s former or separated spouse from a legal separation or a marriage ending in divorce or civil annulment.
“Legal representative” means:
- An attorney, physician, funeral director or other representative, who through written authorization from the registrant is acting on behalf of the registrant or his or her family.
