report, reflecting proposed flood hazard determinations within Strafford County, New Hampshire (All
Jurisdictions). These flood hazard determinations may include the addition or modification of Base Flood
Elevations, base flood depths, Special Flood Hazard Area boundaries or zone designations, or the
regulatory floodway. Technical information or comments are solicited on the proposed flood hazard
determinations shown on the preliminary FIRM and/or FIS report for Strafford County, New Hampshire
(All Jurisdictions). These flood hazard determinations are the basis for the floodplain management
measures that your community is required to either adopt or show evidence of being already in effect in
order to qualify or remain qualified for participation in the National Flood Insurance Program. However,
before these determinations are effective for floodplain management purposes, you will be provided an

<p>In 2026 New Hampshire Department of Safety (DMV) will be increasing several fees for various services and registrations.</p>
<p><strong>Below are some state fee increases:</strong></p>
<p><strong>Title Fee</strong>: the NH title fee will increase from $25 to $35</p>
<p><strong>Vehicle Registrations</strong>:</p>
<p><strong>0-3000lbs</strong>: $2.60 per month will increase to $3.50</p>
<p><strong>3001-5000lbs</strong>: $3.60 per month will increase to $4.00 per month</p>
<p><strong>5001-8000lbs</strong>: $4.60 per month will increase to $5.50 per month</p>
<p><strong>Agricultural Vehicles</strong>: will increase from $3.60 to $12.00</p>
<p><strong>Tractors</strong>: will increase from $1.80-$12.00</p>
<p>Trailers will increase as well</p>
<p><strong>Motorcycle Registration:</strong> Fee will increase from $15-$30</p>
<p><strong>Antiques Registration:</strong> Fees will increase from $6.00 to $16</p>
<p><strong>Vanity Plates</strong>: Will increase from $40.00 to $60.00</p>

<p>Concord, NH – The New Hampshire Department of Environmental Services (NHDES), Dam Bureau is planning to change the water level in Jones Pond in New Durham after ice out occurs in the spring of 2026.  In accordance with RSA 482:13, the NHDES Engineering and Construction Section of the Dam Bureau is notifying the local governing bodies and the NHDES Dam Safety and Inspection Section of the Dam Bureau that the stoplogs in Jones Pond Dam will be removed resulting in a water surface decrease of approximately 4 to 5 feet from its current elevation.  The removal of stoplogs will assist with ongoing engineering and wetland studies within Jones Pond. Jones Pond will remain in a lowered state until the dam is removed.</p>
<p>Also in accordance with RSA 482:13, we are holding a public informational meeting to discuss the details and answer questions concerning the change.  This meeting is to take place at the New Durham Select Board meeting on Tuesday, February 10, 2026, at 5:30pm at the New Durham Town Hall located at 4 Main Street, New Durham, NH 03855.  </p>

<p>March Pond has not had a seasonal drawdown or inspection in a few years.  This was brought to the attention of Fish and Game when a resident asked about the timing of a drawdown to repair his wall. We were contacted earlier this month to schedule the inspection and due to availability, we anticipate the inspection will occur on or about October 1st.  The drawdown guidelines state the three boards would be removed to bring the water level down 2 feet to the top of the concrete dam.  Due to the extremely dry weather the water level is already down 16 inches.  The remaining 8 inches will be drawn down as follows, 2 inches will be drawn down on September 23rd when the State confirms the date of the inspection.  We anticipate the remaining 6 inches to be drawn down on Monday the 29th.</p>

Mark Taylor, Head of NDFD Emergency Management has issued the following warning for recreational access to ice covered bodies of water.
Due to temperature swings, many local bodies of water are not frozen adequately for recreational activities. Please use caution and check ice thickness before traversing the ice. A minimum of 4 inches of new clear ice is needed for activities such as skating and ice fishing.  Please remember – No Ice Is Safe Ice.</p>]]></content:encoded>

Chief Eric Millar reported for duty on Monday January 27th and has spent the week meeting with residents, patrolling the roads, checking in at New Durham School, and planning for the future.  Next week the Chief welcomes Michael Volpe to the New Durham PD as the newest Patrol Officer and Robert Fitzsimmons as a PT Administrative Assistant.  Michael has worked as a police officer in several area towns and comes highly recommended by the law enforcement community. Mr. Fitzsimmons retired from the MBTA Police in Massachusetts and has worked for Strafford County for the last decade. Bob will serve as a valued resource to Chief Millar during the PD reorganization. We are excited to welcome both Officer Volpe and Bob Fitzsimmons aboard and to see Chief Millar make forward progress with the PD. </p>

<p>The Town of New Durham, NH is seeking a progressive, community-oriented, working, part time Fire Chief to lead this on-call Fire Department (Operating Budget around $400,000; Capital/Equipment Budget &gt;$100,000). The New Durham Fire Department is in the process of determining an authorized staffing structure of on-call Officers, ambulance personnel, and firefighters and the part time Fire Chief will be an integral part of this public safety responsibility. This part-time Fire Chief position is anticipated to require 30 hours per week.</p>
<p>With approximately 2,800 residents, New Durham is a quintessential New England community that is part of New Hampshire’s Lakes Region with Merrymeeting Lake at its core. Additionally, the Town has multiple other recreational resources such as SELT Birch Ridge conservation land of about 2,200 acres. New Durham is approximately 41 square miles with 2.8 miles of inland water way. New Durham is known for its’ fishing, hunting, hiking, and snowmobiling. With Route 11, New Durham has easy access to the New Hampshire Seacoast and the White Mountains. The Town has a SB2 form of government with an appointed Town Administrator and an elected 3-member Select Board.</p>
<p>A bachelor’s degree in a related field is preferred but fire department experience is essential. At least five years in supervisory, command or administrative positions, or any equivalent combination of education and experience which demonstrates possession of the required knowledge, skills, and abilities. Training and / or certification as an EMT is preferred. Starting salary $35 to $45 per hour commensurate with qualifications. New Durham is an equal opportunity employer.</p>

<p>The New Hampshire Department of Environmental Services (NHDES), Dam Bureau is planning to host a public informational meeting on the ongoing evaluation of Merrymeeting Lake Dam, Jones Pond Dam and Alton Power Dam.  These three state-owned dams are currently being evaluated for hazard classification, discharge capacity and structural stability.  This meeting is to review and discuss the results of these evaluations.  This meeting is to take place on Tuesday, April 22, 2025, at 6:30 PM located at the New Durham Community Room 6 Main Street, New Durham, NH 03855.  NHDES anticipates having a separate meeting later this summer to discuss design recommendations based on these evaluations once those recommendations have been developed.</p>

<p>The New Durham Select Board has approved the appointment of Tim Wilder as the new part time New Durham Fire Chief at their meeting of September 10, 2025. Chief Wilder is highly skilled in key skill areas such as emergency management coordination, command and emergency response procedures, firefighter development, on-scene incident management, departmental and personnel accountability, budget planning and management, and even commercial/ residential construction inspections.</p>
<p>Important in the Select Board’s choice include the information that Chief Wilder is a Fire &amp; Emergency Services Instructor I, Firefighter I &amp; II, NFPA Certified Fire Protection Specialist, ICC Certified Residential Building Inspector, Fire Inspector I &amp; II, NFPA Certified Plans Examiner, Advanced EMT Certification, and has the NH Motor Vehicle CDL - B license. He has worked for the Durham, Rochester, and Milton Fire Departments including Deputy Chief in Rochester and Rochester Fire Marshall. He has shown progressive leadership in achieving short and long-term goals with a focus on public safety. He is a highly motivated, creative, and energetic professional with a demonstrated ability to work with a wide variety of people.</p>
<p> </p>
<p>In its process the New Durham Select Board received multiple resumes to consider for this position and during its final decision process valued the input of the Oral Board. The Select Board scheduled interviews with the top three Oral Board candidates and from this process chose Tim Wilder for the New Durham part time Fire Chief position. Expected start date for Chief Wilder is on or about September 15, 2025.</p>
<p>During the Select Board’s decision process the following criteria have been the deciding factors (rationale) for its decision:</p>
<p>I) Multiple years as senior level fire department administration and command experience. Concurrent with this is assuring the full range of public safety experience and certificates are current including firefighting, EMT, etc. With experience as Assistant Fire Chief and Deputy Fire Chief with command experience in over 300 major incidents Chief Wilder has shown this experience. The Board viewed a major incident as one in which the individual was the lead command person and involved significant fire department personnel supervision during the incident. Additionally, Chief Wilder has current EMT Advanced certifications, Level 3 Fire Certifications, is a NFPA Examiner, and has ICC Building Inspector certification.</p>
<p> </p>
2)      Strong budget development and management of departmental operations. Chief Wilder has shown not only strong budget development and management experience in his work in Rochester but also successfully wrote and was awarded major grant funding for various large equipment acquisitions. In addition, Chief Wilder has developed successful business case for equipment purchases with presentation skills in presenting these to the deciding entity.
<p> </p>
3)      Amongst the candidates, Chief Wilder demonstrated the best understanding of current morale and public confidence concerns within and related to the New Durham Fire Department. During his interview he showed he was prepared offering some solid strategies to address these issues.
<p> </p>
4)      The most important criteria in this selection is the individual&#39;s skill in addressing all public safety needs for firefighting, emergency management, and EMT services. In addition, the Select Board also felt that strong people skills and effective management of fire department personnel including compensation, performance evaluations, strategically developing needed departmental training, and implementing and consistently following standard operating procedures (SOP) are key in advancing the public safety in New Durham. Chief Wilder, during the selection and interview process with the Select Board, provided superior experience and ideas for transitioning this experience into the New Durham Fire Department.
<p> </p>
<p>The New Durham Fire Chief is the chief administrative and command officer for the New Durham Fire Department and is responsible for duties as outlined in the approved job description for this position. New Durham also relies on a strong mutual aid relationship with surrounding towns. Based on various inputs during the interview process the Board believes Chief Wilder understands how to establish and / or continue these mutual aid working relationships. Public relationships and interpersonal skills are necessary in order to effectively carry out the Board’s policies and directions and the Board believe Chief Wilder will provide New Durham with the public safety needs of the community.</p>

            <content:encoded><![CDATA[<p>The New Durham Board of Selectmen officially announced Eric Millar as the incoming Police Chief at their Board Meeting on January 14, 2025, following a search that began immediately after the retirement of former Police Chief Shawn Bernier in late September 2024. Eric brings a wealth of law enforcement experience; as a community-oriented police officer, as a member of the Strafford County Sheriff’s Department, and most recently as a member of the Homeland Security Human Trafficking Taskforce.  His leadership skills and experience will serve him well as he rebuilds the New Durham PD.</p>
<p>Town Clerk, Alicia Housel will swear-in Chief Millar on January 16th and he will assume his official duties shortly thereafter. <p>The Town of New Durham is seeking proposals from licensed Contractors to for an interior remodel of the Town Clerk &amp; Tax Collector’s offices at the New Durham Town Hall.</p>
<p> </p>
<p>Scope of Work</p>
<p> </p>
<p>The Town is seeking custom design, fabrication, and installation of cabinetry, cabinets, countertops, and bookcases to increase the efficiency of Town offices.  The project includes the removal of interior millwork and replacement of a service window and counter.  Antique millwork will be available to blend in needed repairs. Some electrical work will be required to complete the project.</p>
<p> </p>
<p> Cabinetry and countertops must be fabricated offsite and onsite work limited to Friday through Sunday to avoid impact to Town Services.</p>
<p> </p>

<p>You are hereby notified that a Hybrid Public Hearing will be held by the New Durham Zoning Board on Tuesday, June 10, 2025, at 7:00 PM for Case #2025-003. The hearing is regarding an application submitted by Adam Lans of Tight Knot Design Build, LLC, on behalf of Christopher Meighan, Seema Meighan and Kala Kumar for property located at Eight Brightwaters Drive, Map 104, Lot 011. The applicants are requesting Variances to <strong>Article</strong> <strong>V. E.</strong> Flood Hazard Area and Water Body Setbacks.  No new buildings, except for water-related structures, shall be located in a flood hazard area, or less than seventy-five (75) feet from any water body or river; <strong>Article VI. C. (3) (a) –</strong> No privy, cesspool, septic tank, or sewage disposal area shall be constructed or reconstructed: <strong>i.</strong> less than one hundred twenty-five (125) feet from the edge of a public water body; <strong>Article XIII.  Water Quality Protection Overlay District.  D.  Dimensional Requirements. 2. Minimum Shore Frontage.</strong>  Each dwelling with direct water access and with shore frontage as part of the lot dimension shall have a minimum shore frontage of one hundred fifty (150) feet; and <strong>Article XIV. Shorefront Conservation Overlay District.  C. Dimensional Requirements 3.  Leach Field Setback:</strong>  Any leach field shall be set back a minimum of 125 feet from the reference line.  </p>

The hearing is regarding an application submitted by Russell Weldon for property located at 205 Brackett Road, Map 240, Lot 013. The applicant is requesting a Variance to <strong>Article</strong> <strong>XIX. E. 1.a. Number of Signs:</strong>  No more than three outdoor signs shall be permitted per lot, only one of which shall be detached from the building.  One sign shall not exceed sixteen (16) square feet, and the others shall not exceed twelve (12) square feet.</p>
